The Union Cabinet of India has recently approved the Modernisation of Command Area Development and Water Management (M-CADWM) scheme. This initiative is part of the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) and is set to commence in the 2025-2026 period. With an initial budget of ₹1,600 crore, the scheme aims to enhance irrigation infrastructure across the country.
Objectives of M-CADWM
The primary objective of M-CADWM is to modernise irrigation systems. This includes improving the water supply network to ensure efficient delivery to farming clusters. The scheme targets small land-holding farmers, enhancing water-use efficiency through advanced technologies.
Technological Integration
The project will incorporate technologies like SCADA (Supervisory Control and Data Acquisition) and the Internet of Things (IoT). These technologies will facilitate better water management and accounting. By utilising these tools, farmers can achieve higher Water Use Efficiency (WUE) at the farm level.
Infrastructure Development
A feature of the M-CADWM scheme is the implementation of underground pressurised piped irrigation systems. These systems will provide last-mile connectivity, allowing water to reach fields up to 1 hectare. This infrastructure aims to promote micro-irrigation practices.
Empowerment of Water User Societies
The scheme proposes the Irrigation Management Transfer (IMT) to Water User Societies (WUS). This transfer empowers local communities to manage irrigation assets independently. For five years, these societies will receive support to connect with Farmer Producer Organisations (FPOs) and Primary Agricultural Cooperative Societies (PACS).
Promotion of Sustainable Practices
M-CADWM aims to encourage sustainable farming practices. By modernising irrigation systems, the initiative encourages better water management. This approach is expected to increase agricultural production and productivity.
Youth Engagement in Agriculture
The M-CADWM scheme seeks to attract youth to agriculture. By promoting modern irrigation techniques, it aims to create new opportunities for young people. This engagement is crucial for revitalising the agricultural sector.
Pilot Projects and Future Plans
The initial phase will involve pilot projects across 78 sites, impacting nearly 80,000 farmers. These projects will be implemented in various agro-climatic zones. Based on the outcomes, a National Plan for Command Area Development and Water Management will be launched in April 2026.
